The Delaware House of Representatives passed legislation on June 24 that would allow the president of the United State to be elected by national popular vote.
House Bill 198, which is the first bill sponsored by Rep. Dennis E. Williams (D-Talleyville) would enter Delaware into an accord where states agree to award their Electoral College votes to the winner of the national popular vote.
Under the current Electoral College system, a president can be elected by receiving 270 electoral votes, which could be from as few as 11 states (California, Florida, Georgia, Illinois, Michigan, New Jersey, New York, North Carolina, Ohio, Pennsylvania and Texas). Five states have similar laws on the books.
“It will increase voter participation and could encourage candidates to give due consideration to states like Delaware because under a popular vote system, every vote truly would count,” Williams said.
