NCCo offers to handle neighborhoods' billing

Maintenance Corporations can commission New Castle County to collect their annual dues as part of a newly expanded program announced Tuesday.

Last year, through a pilot program, the county collected annual fees from more than 11,000 homes in 80 communities and then passed them on to the maintenance corporations themselves.

Beginning with the 2010 billing cycle, New Castle County will charge maintenance corporations participating in the program an annual $6 per parcel fee to cover staffing costs associated with the service.

Maintenance corporations that participated last year have until February 15 to re-register. Others interested in joining will have to complete an enrollment form by January 15.

"Since 2005, New Castle County has focused staff resources and capital dollars in a countywide effort to address storm water and flooding issues, many of which originate in the complex, neighborhood-based system of storm water ponds," said County Executive Chris Coons. "After piloting the billing program in 2009, we found ways to improve the services provided to maintenance corporations in a way that is sustainable for the county budget."
