After pushing Stoltz Real Estate Partners for months to scale back two major development plans in Greenville, a smart-growth advocacy group has released its own alternatives.

Citizens for Responsible Growth formed after Stoltz announced five large development plans in northern New Castle County last spring.

The alternatives proposed are for Barley Mill Plaza and Greenville Center, the two Stoltz plans farthest along in the county's land use approval process.

CRG commissioned Torti Gallas Associates, a national firm that focuses on new urbanism, to draft the concept plans. According to CRG, they reflect features requested by surrounding communities, including reduced square footage and building heights.

Calls to Stoltz were not immediately returned Monday.

The two plans are moving through New Castle County's land use approval process, but face far more scrutiny and review before final approvals are granted and Stoltz can begin construction.

Stoltz must still get approval for its engineering plans and a storm water management plan. They also must meet state and county traffic regulations and convince land use officials that the plans fit within the character of the surrounding community.

Stoltz' Barley Mill plan calls for a 2.9-million-square-foot mixed-use center along Rt. 141 with residential, office space and retail shops. The Greenville Center plan would include a 12-story tower with residential, office and retail.

The CRG alternatives essentially cut the Barley Mill plan in half and reduce the height of Greenville Center.
